CLARIFICATION No. 1
Q-1: Will the tenderers be exempted from ÖTV (Special
Consumption Tax)?
A-1. The tenderers are exempt from all taxes
including ÖTV. For detailed information, Please see in Article 8/2 of the
Framework Agreement between Turkey and the EC
(15.04.2005/25787 dated issue of the Official Gazette). Moreover said tax
is not applicable to books and journals. Please see in annexed list of
25.04.2005 dated Decree No.2005/8716.
Q-2.
In some types of books, we may not be able to find
the required quantities. What is the allowed percentage of deviation from
quantities?
A-2. No allowed percentage shall be applied. In
such a case Article 20.1 (a) of the Instruction to Tenderers shall be
applied, if all tenderers fail in submitting an offer for those books.
Q-3. Do we have to write the origin of all the books
and journals?
A-3. Since derogation from the rule of origin is
granted for all items to be supplied no statement of origin is required.
Q-4. With regard to availability;
- Some books are out of
print
- Some books are temporarily
unavailable
- Some books are not yet
published
- Some books are only in
newer edition
- Some ISBN numbers were not
found.
A-4. In first three situations, namely “being out of
print”, “temporarily unavailable”, “not yet published” (i.e. permanent or
temporary “unavailability” of the book(s) or journal(s)), Article 20.1
(a) or 20.1 (b) shall be applied with respect of which one is applicable
to the case. Please note that both provisions shall be considered only
“in case of no compliant offer in terms of availability” as stipulated in
Article 20.1
Naturally the “last edition” may be provided since it is
“better” than required. Moreover edition numbers in the list are
principally “descriptive”. ISBN (International Standard Book Number) is
also a descriptive tool for the book-trade and the library world. These
numbers are given for additional information. Books and journals are to
be accessed by using their titles.
Q-5. With regard to Lot-2 we can get only soft copies
of some issues. Can we provide print out of these soft issues?
A-5. No. All journals shall be provided as a
hardcopy. (Please see in the Technical Specifications, Section A).
Q-6. Should all the books and journals be new and
unused?
A-6. Yes. (Please see in the Technical
Specifications, Section A.2).

Periyodik Yayın Alımı” ihalesi yapılacaktır.
İhale, anılan
malların tedarikini ve Ankara’da teslimini kapsamaktadır.
İhale
giderleri Avrupa Birliği’nin Katılım öncesi Mali Yardım 2003 programından
karşılanacaktır.
