Procedures for Evidence
Submission
REQUESTING EVIDENCE
EXAMINATION
All of the requests for evidence
examinations should be addressed to KPL Evidence Control Center in
writing and the requests should include the following information:
- The submitting person’s name, unit, address and phone number,
- Previous
case identification numbers, evidence submissions, and communications
relating to the case,
- Description
of the basic facts and the nature of the case as they pertain to the
evidence processing.
- The name
or the names of the person or the people involved in the
case(eye-witnesses, suspect, victim or the combination of these) along
with the data describing them and the agency assigned case
identification number which was given by the unit, which first dealt
with the case, as well as the list of evidence being submitted
herewith(enclosed) or in a separate package.
- The
concept “herewith” includes only small-size evidence whose enveloped
submission is not dangerous. In order to prevent the evidence from being
damaged or changed, write on the envelope that it contains evidence
before you place the evidence inside. The message that you write on the
envelope should be like this: “The list of evidence being sent inside
the envelope is below:”
- “Separate
package” is used for sending numerous evidence or high volume evidence
or both. Attach a copy of the request inside this package. The request
should contain the following expression: Evidence being sent in a
separate package by (list the method of submission) is as follows.
- State
what types of examinations are requested.
- State
where the evidence should be returned and where the Laboratory report
should be send to.
- Attach a
statement if the evidence was examined by another expert working in the
same field, if there is local controversy or if there are other law
enforcement agencies dealing with the case.

If necessary, state the need and reason or reasons for an
expeditious examination. Do not request an expeditious examination
routinely.

Submit a seperate communication for multiple cases.
PACKAGING AND SUBMITTING EVIDENCE
TO THE LABORATORY
1. Prior to packaging and submitting evidence, call the relevant
section of the laboratory and ask for the instructions related to the
evidence you will submit.
2. Take precautions for preserving
evidence.
3. If
you are requesting examination for invisible traces, place nonporous
evidence in individual protective packages like thick transparent
envelopes or suspend in a container in order to minimize surface
contact.
4. Wrap
and seal every evidence separately in order to avoid contaminationta.
5. Place
the evidence in a clean, dry and a never-used-before inner package.
6. Wrap
and seal the inner package with a band or a filaman band which will
prove whether or not the package was opened.
7. Put the suitable one of the following labels on the inner
package. “EVIDENCE”, “BIOHAZARD” or “HAZARDOUS MATERIALS”.
8. If any of the evidence needs to be examined for latent prints,
label LATENT on the inner container.
9. Affix the evidence examination request and all case information
between the inner and outer containers.
10. Place the sealed inner container in a clean, dry, and previously
unused outer container with clean packing materials. Do not use loose
Styrofoam.
11.
Completely seal the outer container so that opening of the
container would be evident.
12. Label the outer container with appropriate BIOHAZARD or HAZARDOUS
MATERIALS labels.
13. Address the outer container as follows:
